The Australian Veterinary Association has provided feedback on proposed amendments to the Domestic Animals Regulations 2025 to support the implementation of Victoria’s Authorised Pet Rehoming Organisation (APRO) scheme.
The consultation seeks stakeholder input on proposed regulatory requirements for pet rehoming organisations that choose to participate in the voluntary APRO scheme. Proposed measures include application and reporting requirements, record keeping, adoption event management, veterinary treatments prior to rehoming, microchipping arrangements, and cost-recovery fees.
The AVA’s feedback focused on supporting practical regulatory settings that promote animal welfare, transparency in the rehoming sector, and clarity for organisations involved in rehoming cats and dogs.
The APRO scheme is expected to commence in April 2027 following finalisation of the regulatory framework.
