The Tasmanian Government has released a Discussion Paper on Cat Management in Tasmania, seeking feedback to inform the next Tasmanian Cat Management Plan. This is a significant opportunity for the veterinary profession to contribute its expertise to state-wide policy affecting cat welfare, wildlife protection, public health and veterinary practice.
The AVA will prepare a formal submission to this consultation, aligned with existing AVA policy; Management of cats in Australia. To ensure this submission reflects the breadth of veterinary experience and views, we are inviting AVA members to provide input.
The Tasmanian Discussion Paper canvasses potential changes across three broad areas:
- Domestic cats, including:

- desexing and microchipping requirements
- the possible introduction of compulsory cat registration
- breeding and sale of cats
- cat containment options

- Stray and semi-owned cats, including:
- feeding of stray cats and management of cat colonies
- enforcement challenges and the role of councils and cat management facilities
- Feral cats, including:
- management approaches in rural, agricultural and conservation settings
- participation in national feral cat management efforts
- humane control and euthanasia practices
Many of these issues intersect directly with veterinary practice, professional responsibility, and the sustainability of veterinary services.
Previous AVA submissions to similar consultations in Victoria and South Australia have highlighted the importance of:
- evidence-based and humane cat management strategies
- recognising different categories of cats (owned, semi-owned, unowned and feral) and their differing management needs
- prioritising cat welfare while balancing environmental and community objectives
- ensuring veterinarians are not expected to absorb unfunded public-good responsibilities
- strong education, collaboration and long-term planning rather than blunt or punitive approaches
These principles will underpin the AVA’s Tasmanian submission.
