The Victorian Government is seeking feedback on proposed regulations to support the new Authorised Pet Rehoming Organisation (APRO) scheme, and the AVA is inviting members to share their views.

The APRO scheme is a voluntary, benefits-based framework for organisations involved in rehoming cats and dogs, including pet rescue groups, community foster care networks (CFCNs), and other eligible rehoming organisations.

The scheme is scheduled to commence on 10 April 2027, with new regulations currently being developed to support its operation.

What is being consulted on?

Animal Welfare Victoria is consulting on proposed amendments to the Domestic Animals Regulations 2025, which will apply to organisations that voluntarily participate in the APRO scheme.

The consultation seeks feedback on how the regulatory framework should operate in practice, including requirements and expectations for participating rehoming organisations.

Why this matters to veterinarians

Veterinarians regularly work with rescue and rehoming organisations and play an important role in animal welfare outcomes, responsible rehoming practices, traceability and identification, and clinical oversight and advice.

Feedback from the veterinary profession will help ensure the framework is practical, workable and supports strong animal welfare outcomes.
