Victorian Domestic Animals Regulations – Have Your Say

Animal Welfare Victoria, part of Agriculture Victoria (DEECA), is reviewing the state’s Domestic Animals Regulations and has released a draft 2025 version and Regulatory Impact Statement (RIS) for public comment.

The AVA is preparing a submission and invites feedback from members on several key issues where stakeholder input is being sought:

  • The effectiveness and oversight of microchip registries

  • Whether breeder registration and source number systems are supporting animal welfare and traceability

  • Whether pound/shelter procedures (including euthanasia and record-keeping) are appropriate

  • Whether offences and penalties are fair and proportionate for veterinary professionals

  • Whether the compliance costs and benefits reflect real-world practice
